Title: Empowering the Digital Bay Area: The Evolution of the Connotation and Path Innovation of “Bilingual+” Talent Global Competence

Abstract: With the continuous deepening of digital construction in the Guangdong-Hong Kong-Macao Greater Bay Area, bilingual and globally competent compound talents have become strategic resources for promoting regional development. This study focuses on the practical difficulties faced by private colleges and universities in the process of “bilingual+” talent cultivation, reinterprets the connotation of global competence in the digital age, and constructs a new four-dimensional framework with “digital literacy as the foundation, bilingual ability as the application, cross-cultural negotiation as the core, and global responsibility as the fundamental”. At the same time, in combination with the institutional and mechanism advantages of private colleges and universities, it proposes new approaches such as curriculum system reconstruction, teaching method innovation, faculty optimization, and evaluation mechanism reform, aiming to provide theoretical basis and practical guidance for the reform of talent cultivation models in private colleges and universities in the Guangdong-Hong Kong-Macao Greater Bay Area.
